The best way to describe the situation is probably to compare it to Spain 50 years ago.  The development of these islands is beginning to gather pace and therefore it represents a great opportunity for investors.

Cape Verde gained independence from Portugal in 1975.  Full democratic, multi-party elections took place for the first time in 1990, so it is only in recent years that the development of these islands has started to occur. 

The key date is 1993, when the Cape Verde parliament voted to allow foreigners to have full rights of land ownership.  Since then various legislations have been passed giving substantial incentives to investors, developers and companies in a range of industries.

The main reason why the development of Cape Verde is now well under way is the significant investment in infrastructure.  In January 2005 the World Bank approved various credits for Cape Verde, for a total of approximately US$198M.  Investment has also come from the European Union.

The investment in infrastructure is probably the most crucial factor for land development.  New international airports in Sao Vicente, Boa Vista and Santiago have already made an impact.  There even talk of a new international airport on Maio.
